What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager is a cost of 33 billion Angel Investors, and has no benefit in terms of gameplay other than making it easier to purchase upgrades.
Boosters
There are many boosts available with an item upgrader. They can include stats and bonus bonuses. These bonuses can be utilized on armor, weapons, and trinkets. They can be used to boost the abilities of a character or give a new dimension of variety to their character.
The upgrade system in World of Warcraft allows players to upgrade the quality of their gear by paying money at an upgrader for items NPC. This system was first introduced in Mists of Pandaria, and continued in Warlords Of Draenor. The bonus will be randomly selected from the following categories: an opportunity to acquire a weapon with an increased damage range and a chance to gain an improved reload speed, or the chance to obtain a higher max defense roll.
The amount of extras gained by upgrading is contingent on the amount of upgrades performed. Each upgrade boosts the additional benefits by increments of 1 up to a maximum value of 3. Additionally, every upgrade will also increase the main stat by +1.
Certain upgrades also give a secondary random boost in addition to stat enhancements. These boosts are useful and should be taken into consideration when deciding which items to upgrade. Some boosts are useful in specific builds (such Whistan's shield, for FB sorcs) while others can bring an enormous amount of value to specific collectors.
Certain items come with inherent boo that is less useful when upgraded, like the Goldwrap which provides more slots for potion. These are often upp'd to increase the value of the perfect or nearly perfect item.
Costs
Upgrades are accompanied by a few associated costs. The first is the cost for the upgrade. It can be costly and is dependent on the new ilvl of the item and the number of perks it receives. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the price of the materials needed for an upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). The amount of these materials needed can be found in the inventory of an upgrade vendor.
The process of upgrading an item is a complex process that takes time. Depending on the size of the upgrade, it can take up to 8 hours. The stats that are the base of the upgraded item are calculated based on the new ilvl as well as other characteristics. This calculation determines the new Armor Class bonuses, damage dice, and other important stats. In some instances the upgrade will provide additional perks that can be selected from a list of available advantages.
Rarely, the benefits gained will cost more than one perk slot; in these situations, the upgrade will only replace the perks with the highest cost. The upgrader may also make other changes to the item, like changing the damage type of its weapon or removing a operative or unwieldy option. The cost for these modifications is determined by the
item upgrader kit's current ilvl and it could require a special substance, such as the adamantine alloy.
Success Rate
Upgrades to items are based on the chance of success, and as with any random system, there is the possibility that the upgrade will fail. However, there are some things which can improve the chances of success. These include the use of an item known as an Upgrade Pity, or the addition of extra materials to the upgrade.
An Upgrade Pity is an item that you can purchase from the smithing NPC in Lost Ark. It increases the chance of an upgrade being successful by some percentage. It is similar to the "luck bonus" that some items provide, but it is more reliable. It can be added to any weapons or armor and is used three times.
It is also possible to add a range of additional items to the upgrade, thereby increasing the chance of success. The materials are displayed in a separate window above the + button. There are however limitations to this, and the largest amount of material that can be added is shown directly above the + button in the UI.
A Blacksmith Blessing, or an upgraded version of it can be used to boost the chances of an upgrade being successful. This item is helpful in the event that you have a weapon or piece of equipment that is at the maximum level for its tier or is close to it. It will allow you to upgrade that piece of gear to the next level without risking breaking.
If an upgrade is unsuccessful it will be returned to its original condition. This is usually an upgrade, but it could also be an upgrade. It is recommended to save an upgrade when you're close to the maximum capacity of an item, and to use it as an emergency.
